General Description:

Reporting to Development Manager /Project Service Lead with the major responsibilities and qualifications/requirement as followings:

• Support the Development Manager/Project Service Lead in the placement and management of contracts as well as the supply of specialist service
• Provide advice in respect to international law requirements for various contract
• Act as the Project focal point during bidding and execution related to contractual and commercial; and provide ongoing management of contracts post award, including change and
• Collaborate with Project Team to finalize appropriate detailed strategies and plans in line with the Approved Contracting Strategy and Procurement procedures to maximize the commercial benefits to the Project in line with current market
• Assist with obtaining approval from Management
• Review of any proposed contract/subcontracts to ensure that the Terms and Conditions meet the legal requirements/ the main contract
• Act as initial focal point for the commercial/legal reviews of any procurement items based upon corporate policies and approved Vendor Lists using technical and commercial pre-qualification criteria and subsequent qualification if
• Provide Project input into Bid preparation and Bid Evaluation
• Assist in the Final Evaluation including the process of selection, negotiating terms, delivery & price. Getting approvals for Contract Drafting / Contract
• Provide specialist support for any Amendments / Reviews / Renewals of Contracts, including Legal, Insurance & Tax, and coordinate with Project
• Attend Contractor / Supplier kick off meetings and provide ongoing proactive management of the Contract including development and implementation of Contract, Management Plans and KPI‘s.

QUALIFICATION AND EXPERIENCE

Qualification

• Bachelor’s degree or higher in Engineering or Business
• Any additional qualification relating to Commercial Law, especially International, would be
• Membership of    a   recognized   professional   engineering   association/institution   is preferable.

Experience & Requirements

• A minimum 07 years of experience in Contracts and/or Procurement environment of Oil & Gas
• Minimum of 01 project experience as Contract Engineer or supervisory
• Minimum of 01 project experience working in FEED or EPCI Phase of project in Vietnam.
• Extensive skills in management, effective communication, conflict resolution and presentation ability. Strong level of interpersonal, oral and written communication skills with the ability to interface, interact and work with internal and external parties as required.
• Detailed understanding of Contractor commercial drivers in various Engineering, Procurement, Fabrication, Installation and Hook-Up and Commissioning. Specific skill in assessment of risk
• Experienced with establishment of various contract compensation methods and ensuring their most appropriate application and that they are fully and clearly defined within the agreement and
• Has undertaken evaluation of claims and able to critically analyze them, including prolongation.
• Completed preparation of Insurance claims for Construction All Risk and able to establish and communicate with
• Experienced in establishing potential counter claims against Contractors in accordance with contract terms.
• Understanding & knowledge of procurement tools, techniques, commercial frameworks and relevant regulatory / legislative requirements & ability to ensure
• Knowledge of International/Vietnamese Laws and Arbitration; the latest contractual language and terminology that bind
• Able to work collaboratively with Contractors and Vendor(s) whilst ensuring that the Client‘s best interests are
• Ability to effectively apply analytical tools, concepts and
• Track record in delivering results and flexibility in prioritizing and handling tight deadlines and constantly changing priorities whilst managing highest
• Awareness of relevant technical
